If you're contemplating a new head, why not try a little resoration on the old one first? It's not like you're losing anything by trying, right?

CLR will help take the rust off the eyes and eyelashes. I would use a damp q-tip or a small brush to reach back into the eye socket. Emphasis on "damp." Wetness likely caused that small bit of delamination you see in the eye, so you don't want to douse the area with CLR and potentially make it worse. That tiny area of delamination may not change at all. I've seen dolls with a mild case of silver eye that hasn't progressed further. Yours appears to be delamination in one small area and not a full-fledged case of silver eye.

ETA: Since there are obvious signs of water damage, AG may not replace the eyes for free. While spontaneous silver eye can be a production defect, it can also occur due to exposure to wetness, which is something that AG explicitly warns against in their packaging.

The best photo I got of silver eye was in a room with the lights on, but a little on the darker side, and with the flash of the camera turned on. The flash caught the spot really well (it's the last photo here: http://www.angelfire.com/mi/FAST/silvereye.html ). Ironically, the best photo I have of silver eye is the one where I was trying to take a NICE picture of Molly.

My mom is doing well. It's my dad that's having health problems now. He goes in for a double bypass on Monday.

But I'm not much of a worrier until something bad actually happens. I'm thinking he'll do OK.

It does not seem like silver eye to me.
I concur with Ria: if the poor baby has rust this severe, cleaning the stains will not help in the long run. I think that a trip to the hospital would be a better choice.
